Mayor Reagor's Rules on Recording and Streaming

The Mayor has told us that the LlanoWatch camera for streaming and recording Council Meetings must be in the back of the room and that he would not allow streaming on the City Hotspot at City Hall. This effectively closes down any recording and streaming of Council Meetings.  These are not the actions of an Open Government. Many other cities, including Austin, not only allow this but do it for the citizens.

The location you have chosen for cameras in the Council room is not acceptable to recording Council Meetings. There is an echo that makes the sound inaudible as does the distance from the dais and the heads of citizens will block the view of Council Members. Acceptable locations would be on the podium, the ceiling, or at/near the press table. I will pay for the installation of the camera on the ceiling which is where most Council room cameras are placed. Please choose one of those locations before the next Council meeting. Failure to do so will be a violation of the Open Meetings Act, Section 551.023 (c).

 I will be at City Hall this morning to discuss the locations.

In consultation with the City Attorney, it is my opinion, and his, that the designated area is reasonable and in compliance with the Open Meetings Act.  The city is not obligated to change its router settings or provide you with an Internet connection beyond what it provides to all other citizens.
