  • Citizens must submit a "Citizen Comment Form" prior to the start of the meeting.
  • Citizens must present before hearing the discussion of an agenda item
  • Citizens present but can't ask questions
  • Only the mayor can allow a citizen to speak
  • Each citizen may have a maximum of 3 minutes to speak
  • Mayor may limit the number of speakers
  • Mayor decides what is an insult and can terminate Citizen's speaking privileges
  • Citizens speaking on the same subject should designate a spokesperson
  • No Live streaming video of meetings
  • Some documentation on agenda items may be available two weeks after the meeting or by Freedom of Information Act Request
  • No video minutes of meetings
  • Mayor edits meeting minutes

Government is the servant
and not the master of the people.
