Did you know
that the LEDC's new arena compound is not in
compliance with the permit the LCRA issued for it?
Back in October 2011 the LCRA allowed the Llano
Economic Development Corporation to reconfigure their original plan from
4 buildings down to 1, and to make other very slight modifications to
the site. Most important to the LCRA was for the LEDC to not
increase the square footage of its buildings, parking, or any other
impervious cover.
And the LEDC was to submit drawings confirming the new layout was in
line with the agreement.
According to a
recent letter from the LCRA to Fred Smith (LEDC President), the LCRA
has only received "a very rough drawing of the new building layout, and
not the reconfigured parking and access." If you ignore the fact
that more than a year has passed since the LCRA agreed to the changes
that doesn't sound too bad ... unless it turns out the new large
building is bigger than the original four the LCRA allowed.
But here's the sticker: the LCRA goes on in the letter to say "In
addition, it was discovered during our recent site inspection that a
large parking area with RV hookups (RV park) has been constructed south
of the building."
In soft tones, the letter next notes that the LCRA had never been given
any indication, in any way, that the LEDC was going to build this large
RV parking area. Whoever was in charge of the LEDC effort (that
would be Fred Smith) had somehow neglected to mention, draw, wave hands
at, or show in any way on any plans the intention to put in the extra
parking area.
And since the LEDC was never permitted to put the RV parking area in,
the LEDC is not in compliance for that either. Further, this is
just one of the seven areas the LEDC was told it needs to address to
come into compliance with the LCRA's permit.
As Mayor Reagor and Mr. Smith have said many times, of particular
concern to the LCRA is runoff, drainage, and just how effectively water
management is handled to the LCRA's satisfaction.
Now the City has 45 days from Nov. 5 (the date of the LCRA's letter to
Mr. Smith) to send off a new plan detailing how the LEDC is going to
make everything right.
Whose fault is this? It would be too much to expect Mr. Smith, who
was just reconfirmed by City Council as President of the LEDC, to take
personal responsibility. He might have to live with it. Or
worse yet he might go through the charade of stepping down, forcing the
Mayor to go through the charade of not letting him.
Expect either the former City Manager to blamed, or more likely, expect
this fiasco to be swept under the rug as quietly as possible. The
last thing you should do is look for a letter to the Editor with an
apology for this mess.
