Did you know that the word concoction is not allowed at a City Council meeting?

In the October 15th City Council meeting, Marc Sewell presented a Planning & Zoning Commission dissenting opinion paper on the illegal spot zoning overlay district being considered by Llano City Council. He was interrupted, mid-sentence, by Mayor Reagor who claimed the word concoction was derogatory and couldn't be used. This isn't the first time he has interrupted a speaker who was speaking on a subject to which the mayor disapproved.

Concoctionnoun – The elaborate composition of a story, scheme, etc. to suit a purpose.  From Shorter Oxford English Dictionary (OED) which many consider the world standard.

This is the precise word to describe what Finley DeGraffenried did in creating an overlay district in an attempt to circumvent the spot zoning laws for a local dentist. The OED does not contain any definitions of concoction or concoct that have derogatory meanings. The mayor was asked for a reference to a colloquial definition that he feels is derogatory and for a list of other words that are not allowed in Council meetings. He has not responded.

In the 9/11/12 debate between the 2012 vice presidential candidates, Joe Biden used the same tactic of interrupting Paul Ryan before he finished a sentence. This tactic was universally described as rude, condescending, and disrespectful. This accurately describes Mayor Reagor's behavior in last night’s Council meeting and in many prior meetings. In the September Council meeting the mayor interrupted Sewell to correct a sentence regarding $200 shirts for staff in the budget without even hearing the context of the statement so he couldn’t possibly have known whether the statement was incorrect. The statement was demonstrated as correct.

This goes far beyond censorship into the realm of manipulation of Council votes and abuse of power. No wonder Mayor Reagor doesn't want streaming video and recordings of council meetings.

The only way to stop this deviant behavior is The Llano Citizens' Bill of Rights.
