		the Community Development Director will receive a 27% merit raise after 
		6 months on the job?
		The new Community Development Director's starting 
		salary was the same as the previous Main Street Director's salary, 
		according to City Manager Finley DeGraffenried. The 2013 Proposed Budget 
		now has her salary at 27% higher. This can't be a merit increase unless 
		there is an H.E.B in town we haven't noticed. The fact is that the new 
		Community Director is far less qualified, is still "studying," and a 27% 
		increase in 6 months is obscene. Finley explains that the job now has 
		more responsibilities. More responsibilities than when she started 6 
		months ago? Because that is when salary is negotiated. After that it is 
		merit based. Anyway, more on the responsibilities and whether citizens 
		should spend $77,000 for a redundant staff function will come in another
